BR differences. When does the battle close?

I've had a couple fights where the BR is only 40 apart and the battle remains open till eventually someone can come rescue the lower side. Hows the BR work. How small of a difference in BR does it need to be to close a battle after 2 minutes?

If BR difference is smaller than 13%, the battle is closed.

Doesn't matter if the difference is 1 or 200.
