The issue is they are really hollow overall, you can just surrender and move on, the boats are easy to replace and because of this, there is actually 0 impact on the game, not paying taxes not having to fight and survive. They can certainly get a lot of doubloons over time, but your friend seems to be in that top 1% area. Lets not nerf stuff just because the 1%ers seem to be able to take advantage of it.
