How can a new player start?

You are either not playing the game or have never been to a national capital lately. 

Such posts are also a reason new players are always on the fence. So called feedback gives give complete useless info that does not correspond to reality at all and confuse others who start spreading it. Happing like real time in this topic to even people like rediii
 

Do not make statements you are not sure are true. Check first, or ask questions first and then post. Posting false information consistently will force mods to remove you posting privileges. Such posts confuse a lot of people and waste a lot of our time. As we read feedback here and pay attention.

 

Capitals provide unlimited supply of 6th rate and 7th rate missions
And if player passes the tutorials he can skip the early grind and start being useful in pvp getting doubloons in patrols in throwaway corvettes.

This is the raw cruel truth and especially the reason I was, personally, against any mechanic to stuff all the chickens in one coop ( bahamas, safe zones, whatsoever). There be foxes out there. Lazy foxes.

They didn't initially and were rather hesitant about it. People nagged and nagged to get it.

You can do it on Peace server.
On war server once you can sail a 5th rate you must move out of the parents house. And visit enemy waters. Because once 

And kill missions exist only because players demand them. But the best way to progress is to hunt in OW. Kill missions will be more assassin jobs where you are fighting elite enemies for good rewards. Remember that not all PVE missions are in.  Kill guest will be just a good starting point.

Make Britain or Pirates starting nation, both in central good position. Give new players 1 nation change redeemable after exam only :)

Misunderstood your post, but few starting nation is better imo.
