Perhaps this has already been suggested but instead of a PvP server and a PVE server why don't you simply combine both into one game by adding a PvP flag? PvPers can still duke it out together while PVE people could focus on missions and NPC cleanup without being attacked by other players.

Because you would need seperate economies for pve and pvp players... so whats the point anyways? I don't want to see some untouchable PvE player sailing in his Victory past mortimer town waving at the pirates... No thank you, there is enough PvE on the PvP server already ( way too much to be honest ).

Yes this game has alot of forced PVE you need to PVE to gain PVE marks you need to PVE to get loot drops for mods all of this on the PVP. Forced PVE is not adding content its fluffing up lack of content

ppl would just remove the PvE flag whenever they were sailing in their own waters or out trading. The devs suggested a PvE zone in the PvP server but that was thoroughly denied by the PvE community. As I see it the main issue atm is the lack of convertibility of the marks effectively forcing players to play certain aspects of the game that they may find tedious or boring. PvE marks should be convertible to PvP marks and vice versa to allow for more options for the players in the PvP server. Secondly it makes little to no sense that a crafter needs PvE, PvP or conquest marks to be able to craft a ship - it should be the player that needed a permission to actually sail the ship - thus allowing for more optional gameplay mechanics.

The proposed system, as already stated is not a great idea sadly. 

The only other option would be to re introduce neutral as a nation and can operate from free ports and trade to other nations without smuggler flag.

Only can be attacked by pirates but the neutral aka pve players can dump all there cargo if they are tagged. AFK sailing aka alts will still fall pray.

Let Blueprints (and crafting permits) of ALL ships be bought through PVE mark

PVP (and RVR) marks will be used to "unlock" each (SOL or "special") ship the first time you sail it out of the port (and by "each ship" I mean each piece , not each kind).

Even better: all "elite" BP shall be purchasable with PVE marks while permits (purchasable only with PVP and RVR marks) will be no longer needed to craft ships, but just to sail them out of the port the first time. 

This way, crafters will be able to build and sell also "special" ships and SOLs (without having to involve in PVP activities) but will not be able to sail them without pvp (or RvR) marks.

The problem with PVP flags is that no trader will sail flagged, killing any privateer style player.  RvR is more than port battles, it also consists of slowing down the enemy economy by sinking or capturing the enemy trade ships. Also, those wanting to flip ports will grind PVE without a PVP flag with no chance of interception.
