National play changes - Spies

To make the RvR game more exciting and give national players more access to PvP potential I suggest the following officer perk be added to national player officers next modification patch.

 

A new officer perk specific the enemy may be taken as a perk. Such perks would be British spy, Spanish Spy, Dutch Spy, etc...

 

The perk allows the national player to place a spy in one specific port. The spy will report on the warship (only those frigate and larger) movement to and from the port. The report would be in the form of an in game mail describing time of arrival/departure and ship type. This would allow national players the ability to plan combat patrols.
