Change War Supplies to effect regional morale

The delivery of War supplies, be they muskets to rebels or simply food for the poor, should effect a regional morale factor that in turn enhances hostility shifts but can't cause a port battle by itself.

I propose each region be assigned a morale factor. This factor then determines a modifier to hostility gains. The morale could be shifted by a number of factors with War supplies being a big one.

Example: Northern Mosquito coast citizens are content and have a fair 50% morale.

An enemy generating hostility gets the normal hostility gain at 100% normal rate.

If this same enemy brought in War supplies to feed the poor and arm dissenters it shifts the morale.

At 25% morale the enemy now gets 125% hostility gains. So less time and players needed to flip the port. But still needing players to fight to flip it.

Now if the defender brings in or even preps the port with war supplies the people go from content to happy. At 80% morale the enemy player now gets a -30% to hostility gains. Making it harder to flip the port without first delivering your own war supplies. The WS morale factor also needs a decay time or rate.

The numbers can certainly be changed to soften the effects but you get the idea. Take war supplies out of direct hostility generation and into bring a shift on a gain factor. Then no more hostility bombs but still some advantage in using war supplies.
