Possible fix for low population factions

So there is alot of talk of what can be done to help low population factions. Everything from locking factions to new players or some kind of welfare system for the small faction. I dont like either of these and dont think they would help anyways.

So here is my thoughts. What if players could run for governor of ports and if elected ( weekly or monthly elections whatever ) the could set up ports with different options. They could leave them as they are or set them for more commerce, meaning more trade fleets, or defense, meaning more ai warships patrolling near port ( set to attack specific nstion ie spain vs the US) and build better defending towers walls , garrisons etc or the could be offensive, spawning more ai fleets to go search for enemies.

In order to be governors you would have to spend influence points gained through pvp mostly and attackinh ai ships. This should encourage more pvp and interaction with world map instead of just running from mission to mission.

This could help smaller factions stay viable, encourage more pvp and player interaction, give people more to do than just ship battles or trade runs snd could open up another aspect of the game.

Thoughts , ideas , additional suggestions ? Or is this useless?

Sorry, but it sounds useless. I don't see how this is affecting any of the problems we have right now...?

What of the governors? How will they help, if their ports are taken?

If the low population keeps the faction from being able to muster a defense then the governor by setting the defense can add ai ships to help protect it and increase the defensive forts making it harder to be taken by lesser numbered enemies launching multiple attacks.

Plus by making the ports stronger through thier management of it they can keep increasing its defensive forces therfore keeping the need for a full force of live defenders from hirting a small faction.

1. But large faction will always be able to get MORE of whatever the small faction gets...

2. Using artificial AI defenders is never a good tactic.The system should be one such that it accounts more for skills and less for numbers.

3. Big nations could spam front lines with super-duper upgraded ports, easily making any counter-push form smaller nation impossible.
