I was able to lower the resolution through windows mode, then change it back to full screen.

I have a high res screen on my laptop 3200 x 1800. The menu's don't seem to be scaling well. Can't get to the video settings as there cut off in the options. I was wondering if there is away to set the screen resolution on game start-up through a command line option or ini file. Thanks!
