ISSUES with crew management

I am fairly new to the current versions of this game... and have played many months ago ... but do not understand how to buy additional crew. can someone explain how this is done...??? I am currently in the CARiBBEAN (as spelled in-game) shard selection. my charactor is american (Jesse Mayne) at CHARLSTON I have activated a redeemable for experience and am a COMMODORE...have 41 K in gold and just bought a NAVY BRIG ship says i NEED 135 crew/ min 95 ... i have (40 on board crew) with 800 possible (per my rank) but game will not let me purchase ANY additional crew -- AND SAYS I cannot sail because of INSUFFICIENT CREW--- HELP - cannot play this game without additional crew !!!!!!!
