Can I suggest the creation of economic blockade missions? Based on the same rise of hostility as the missions of conquest, but instead of this fatal outcome, the port would remain inaccessible, economy and resources would fall, endangering the clan which would see its cash decrease, to the benefit of the attackers who would see their treasure increase ... The situation would remain unchanged as long as the attacked would not win the port battle. We could also imagine that after a number of days, the port would be considered conquered or neutral.
