loading the shot needs 3x the normal reload time and cannot be preloaded using the prepared perk

crew percentage 5% (like marines)
water pump bailing +20% (because of additional pumps)
water pump hit points + 70%
no longer requires crew in survival to extinguish fire(handled by fire watch, but you are unable to purposely go into fire shock)
