Headstart ships - Guide!

I've tried creating a player on the PVP server a few times within the last 8 hours, but it has been down. Will it open up again before the deadline? I would really like those extra ships and it's a bit frustrating to receive a mail about them and then not being able to log into the PVP server. -
But it is impossible to log into the PVP server - its down. And if it opens up tomorrow, I will be at work and wont be able to get back before the deadline tomorrow at 5am PST. I've been able to create a character on the PVE server, but will this give me the special ships on the PVP server when it opens up again?

I created a character a couple of weeks ago on the PVP server, does this ensure that I get the extra ships?
