TREATY OF THE ANTILLES, COMMERCE

AND FREE NAVIGATION


BETWEEN,


The Swedish-Dutch coalition consisting of:

The Dutch merchants and fleets active in the Dutch Consortium representing the States General of the United Provinces and the Prince of Orange in the West Indies, by their council,


The Swedish representatives for the Crown, active in the Swedish Council in the West Indies, by their council,


and


The French-Danish-Norwegian coalition consisting of:

The French captains active in the French Council representing the French Colonial Territories in the West Indies, by their council,


The Danish-Norwegian representatives of the Crown, active in the Danish-Norwegian Council in the West Indies, by their council,


RATIFIED,


At Plymouth, Montserrat, June 24, 1716  (at server reset) , by all parties at cordial invitation of the French Council,

LET IT BE KNOWN,


That in/for prosperity of the coalitions in agreement and in respect for the uses and exploitation of the resources in the West Indies by each of the parties, it is in each of the parties interest to formally declare a status of truce between the coalitions in agreement, with the I. Formal definition of borders, to which II. Processes for disputes apply with a proper III. Defining of unjust behaviour and IV. The re-application of existing treaties, V. Potential Patch Changes, to which all parties are honour bound to uphold this truce and to only take actions in line and spirit of this agreement.

ANNEXES,



I.     Formal definition of borders and ownership


  1. There will be a sanctuary zone for all parties which stretches from the Dutch Territories East from Canalete ending  with the Danish Territories until La Mona including Samaná till Higüey extending with a non-RvR zone from El Soco to Barahona.

    1. To ensure a sustainable Swedish production in the caribbean, France transfers possession of the ports of Rosaly and Camp Du Roy to Sverige, in return Sverige transfers possession of the strategic port of Saint John’s to France.

    2. To ensure the prosperity of the Swedish community and integrity of the Swedish capital waters, Danmark-Norge transfers possession of the ports Fort Baai and Marigot to Sverige as a sign of good faith.

    3. To ensure the prosperity of the Dutch community and integrity of the Dutch waters, France transfers possession of the ports Pampatar, Galdonas, Carúpano, La Blanquilla,and Macanao to Vereenigde Provinciën.

  2. Defining Borders for no pvp-zone.

    1. French borders: Plymouth to Galdonas and east of that line.

      • These borders apply to all treaty-participants.

    2. Dutch borders: Canalete to Galdonas.

      • These borders only apply to French captains.

    3. With the exception of La Blanquilla, Aves and Saint John’s which are part of the pvp-zone.

 

II.      Processes for disputes


  1. Any rulings on activities of the agreeing parties will be done by a special commision, consisting of two members of each treaty-participant  if the involved parties do not find a proper solution and agreement. The decision of the commision is binding for the involved parties.

  2. If the Danish and/or French have ports between Les Cayes and Sale-Trou then those ports may not be attacked from the core country of the Vereenigde Provinciën.

  3. Everybody who is crossing these borders can be attacked without problems.


III.     Defining of unjust behaviour


  1. Traders, not bearing the smuggler flag are not to be attacked, and mission jumping is prohibited.

  2. No ports are to be assaulted or captured by the agreeing parties within the sanctuary zone as described in the annexed article I, paragraph 1 of this treaty, unless a written and published statement by the owner of the port is issued to the other participants before a tactical port exchange between at least two of the agreeing parties in the treaty.

    1. The date and the duration have to be mentioned to the other participants.

  3. A tactical port exchange within the sanctuary zone as described in the annexed article I, paragraph 1 of this treaty with a non-treaty party is not allowed.

  4. No port can change ownership, not even by a non-treaty party capturing within the sanctuary zone as described in the annexed article I, paragraph 1 of this treaty. The full ownership of the ports remain with the respective owners, which is defined in the annexed article I, paragraph 1,2,3 of this treaty.

  5. Fleets that are underway towards a RvR-mission shall not be attacked within the treaty-zone.

  6. Unreasonable amount of OW PvP in enemy waters will be addressed by the nation(s) in question to a special commision on a case by case-basis. Annex 2, paragraph 1.


IV.    The validity of existing treaties


  1. This treaty has no effect on any existing treaties or pacts of the participants of this treaty.


V.    Potential Patch Changes


  1. As soon the ‘War and Peace’-patch, the first iteration, is going live the treaty as it stands on the day of release will be invalid starting from the following monday.

  2. Every time a patch come this treaty will be reviewed and adjusted according to spirit and content of the treaty.

Definitions

Non-treaty party    : is everybody who have not be mentioned in the treaty so the British, Americans, Pirates and Spanish.

RvR            : Realm vs Realm

PvP            : Player vs Player

OW            : Open World

Just for clarification:

  • No Port-Battles between the signing nations within the sanctuary zone. Did I get that right?
     
  • French territory is a complete No-PvP zone.
    Does that mean, that French ships can't be attacked within their territory by the three other parties?
     
  • Dutch territory is a No-PvP zone only to the French but not to Denmark-Norway or Sweden.
    Does that mean that Dutch ships only can't be attacked by French ships in their territory?

Interesting development of events...  If I got this right means france  turn their ports  into kind of "metropolitan territory" while playing/making war "for fun" far away from home waters ..... can work , until ships teleport goes off at least   "Every time a patch come this treaty will be reviewed and adjusted according to spirit and content of the treaty" ) ..

1.I'm sure those waters never belong to Provincien or Swerige and Danemark-Norway can claim her rights on it without any resistance from morale point of view. And port transfer from brits, if they will be able to take it from Danemark, should be also prohibited. Not only "attack". There is nothing to discuss :)

2. Who need pvp zone around Aves? It is too far from everyone. If you want pvp zone make it on Plymouth. It is free town, which can be used as base not by only one owner.

Dont remember the Dutch offensive against the Pirates ? Les Cayes was owned by both Sverige and Dutch.
