You need to be in a clan that is on the friendly list of the attacking or defending clan. This system is to protect enemy nations joining friendly port battles with alt accounts or trolls joining battles in fir ships. If you want to get into a port battle you need to talk to people in your nation. Basically just grab hold of someone in nation chat.. Become part of a clan that is active in RvR (doing it, not talking about it) and start building hostility on enemy ports..
