So I think you should have a new kind of war effort missions to capture ships with the reword being gold pay out fore the ships, more XP and more or better loot. I see many people sailing in AI crafted ships, because they are cheaper. Capturing AI ships is purely an exercise to experience the mechanics, it does not give you much in terms of skill. If you want to capture(/farm) for loot, go for traders.
