This is a hard choice - it all looks very tempting.  Particularly torn between the politics and the pvp... in the short run.  Its true that the PvE activities & variability needs love too to help the boredom and server health population declines

I agree on both counts, but we need to figure a way to make those two mesh.. PVE action should have effect on RVR and vice versa. after all you either a Navy captain at war with someone, or a trader/crafter supporting the war effort, PVP and PVE in the meta context, are not exclusive

Here is how I would group development priorities:

 

#1 Officers + PVE Content + Buildings/Resources 

#2 Overhaul of War & Peace + PvP Duels + Leader boards

 

a)pve content

b)buildings

   -officers

-Overhaul of War & Peace mechanics and national relations, pirate role and national alliances
 
-Open world PVE: epic events, more variety of fleets, more missions (incl delivery missions) 
 
Here is why:
 
Open World PVE - Over time game becomes extremely boring for PVE people. Constant fleet grinding and lack of variety and fun. Because of this, Players leave or take break until more content will be available. This in my opinion must be N1 priority. Otherwise player numbers will be decreasing with every day if there is nothing to do.
 
-Add more content, missions, treasure hunts, epic missions and loot and you should be good in that field for quite a bit. 
 
Overhaul of War & Peace - This would be my second important choice that needs fixing. Creating clear and fun conquest system will introduce more players to fighting and defending ports. In general it will result in better cooperation and pvp. Don't forget about reward system. Make sure players get something in the end.
 
-Add War Map with contention zones. Show players where is the action. Introduce points system with rewards and monthly leader boards with stats. Just by adding these simple tools you will boost player base and hours spent in game.

Fully agree.

If you have been playing this game for a year straight you just know that things will get repetitive and eventually boring. Side content is the way to go.

This is interesting as well and I do think it could offer interesting gameplay

 

Just brainstorming quickly. The option to allow a group of players to accept a mission to deliver a large treasure cache for a very large reward could be interesting. Essentially this would be a large player controlled treasure fleet that has to navigate to a specific port. The presence of the fleet could then be announced, but location remain vague, and allow players to go hunt for this fleet potentially resulting in a large open sea PvP match. Of course it would require a larger grouping option than 6 that we have now to allow players to assemble a fleet worthy of escorting extremely valuable goods.

War and peace mechanic is serious threat to this game, it was since beginning of this post wipe era - but I hoped it will be resolved by players. Now I'm afraid with current mechanic, bad blood was spoiled and it will be hard to repair what is broken. I have a lot of faith in devs skills but it is rather hope than trust cause I can't see any long term working solution.

Peace/war mechanics is the first priority for me.

In close second comes the PvE because we seriously lack content there.

 

Then an Overhaul of the craft in third place.

In fourth, the crew/officer. Since we already have a first iteration of the crew, this can wait a bit.

 

And finally, the PvP tournament and stuff. Heck, this could even wait until the game is released in my opinion, it's far far behind in my priority list.

Obviously diplomacy mechanics are a priority but it feels a bit weird that land in battles got developed first than exploration,even when exploration placed 3rd in the previous poll and land in battles 4th.

 

 

Land in battles was a pre-requisite feature to improving port battles - a long overdue feature. Most people don't like how current port battles work. It just had to be done. Land in battles also solves several ROE problems in the OW combat.

I believe for all to be happy with next content patch both diplo/nation relations and pve content need improvement. This is because vets have a lot invested in the game and see nation relations the  top priority so next patch must fix this. Also to keep the casual player interested adding pve/pvp content with every patch is needed. I hope to see this approach. Love the game. Keep up the great work.

Based on your brainstorming I can suggest an interesting idea that came up to my head. I know this is not a suggestion section, but I am going to type it here anyway. Sorry.

 

Protect Treasure fleet from destination A to destination B. 

 

It's very simple system.

 

Only one Port can produce this (Deliver/Protect) Mission once every 2 hours. Timer reset starts when mission is completed or failed. Players must purchase Escort Flag in order to participate. Set your desired cost. Treasure fleets must have circle of protection and players must maintain in that circle at all time in order to complete the mission.  

 

Unlimited amount of player (escorts) can be following Treasure Fleet. The more escorts Fleet has the better will be reward multiplier for Defenders only.

 

Set maximum reward cap. Means after 20 player (escorts) multiplier won't go up even it there are 40 players.

 

Treasure fleet requirements:

24 or more players must purchase (escort) to trigger. Any level any ship. 

Default destination A to random destination B 

Players must stay inside Treasure Fleet circle. 

No players inside circle will fail the mission instantly. 

 

So, we have 40 players who purchased (escorts) Fleet set sail. Players must stay inside Fleet circle and follow/protect it to it's final destinations. Final destination is unknown. You simply follow the fleet until it reaches it's desired set port. It's all random every time. 

 

Where is the fun?

 

Once fleet is triggered all nations are notified. Open hunt starts! We are talking huge pvp battles of up to 24 vs 24. Fleets sail slow and whole delivery can last up to 1 hour. When under attack fleet stops, this will force Defenders to clear it's patch from enemies. 

 

In order to kill fleet and fail mission for other nation Enemy players must kill everyone inside circle and/or make circle empty. Once Fleet is unprotected it vanishes. Mission timer starts counting down 2 hours.

 

There is no reward for Killing the fleet for attackers. The only reward is guaranteed PvP for Defenders and Attackers. 

 

Only Defenders get rewarded is they succeed to deliver fleets. 

 

Remember this is only one side reward epic mission.

Fleets should sail through Enemy territories.

Tough choice, really. I think a resource overhaul is an important part of the war & peace process -- it changes what we're fighting over, which is important.

 

But changing resources with the current war mechanics would not fix anything, I think. Same big problems.

Fixing war mechanics with the present resource system would actually help a lot, so I see that as priority.

 

I do really look forward to officer/crew mechanics and I think more PvE content would help people stick around to reach the endgame, but I think we need to work on that endgame so they have something to reach -- the war!

I worry about leaderboards/stats making things toxic, lot of how to arguments etc will be based on a person's stats and little else. OTOH

things like leaderboards attract more players.

The tough choice for me was fixing politics/pirates vs more OW content.

I voted for PvE because that's an area with a lot of potential (more interesting missions and quests, more diverse fleets; the sky's the limit), and I think that potential needs to be taken advantage of in order to keep gameplay interesting for the players.

 

 

That being said, Leviathan echoed my feelings when he said this:

i'm sick of the current 'diplomacy'

 

Just give me red names and green names so I know where I can port and who I can kill without debating it with them

 I've only been in a clan, and therefore caught up in all this player-made diplomacy stuff, for a couple of weeks, and I'm already fed up with it. A diplomacy/'war and peace' fix would certainly be nice.

Both of those could ideally be done at the same time, since a map/econ reset would make sense in both cases.

But to the Devs ... an opinion and a big question.

 

Opionion - All of the development priorities listed are valuable and I would sincerely love to see any of them.

Question - Will all of the development priorities be implemented - eventually?

About 99% sure the answer is "yes".

 

This is the priority list, so just the order they plan to do it in, not whether or not they plan to do it.

I see the War and Peace mechanics option is dominating early.

 

I would warn that I feel this poll overly represents the vocal minority - the subset of players involved enough to post regularly on forums are likely similar to those heavily involved in RvR and other end game type activities.

 

My feeling is for the broader, silent majority of the players the real need is for easier access to PvP.  I'm a semi casual, about to hit Post Captain, and I have never once been involved in any RvR (Great Britain on PvP 2).  Not for lack of wanting to, just no idea how to get involved. 

 

Focusing on end game content is not optimal at this point IMO.  The player bleed is occurring in the low / middle ranks, the folks dedicated enough to make it to end game RvR stuff are already likely to stick around.  Let's do things to make the game funner in the beginning / middle stages so that we can eventually have enough players for more ambitious end game content

Well, the end game come really early in NA, in 200hours you are in the endgame... I'm not sure we need loose time and resources for this really little step...

Most important thing to bring new players . Missions and grinding xp in PVE in this game is one of the worst I ever seen and it has to be improved . I wish this game wont die cosue its epic but very "raw" . 

 

I wish best of luck to developers with picking up right decisions .

Voted "War and Peace" , it seems to be the most important thing for most of the community.    

 

Officers - ok, food - please, NO.  It's just an over-complication.  Like some other features, it sounds cool and seems "right", but then it just annoys people ("don't forget to hit those 2 or 3 buttons or you're not leaving the town").  

 

PVE events - yes, would be nice, but can wait.

 

PVP duels and such - YES!!!  Don't care about scoreboards, but I'd like to see "training rooms" someone proposed earlier.  Sorta like Sea Trials, but with an option to go as a group.

 

Crafting - yes, of course it needs improvement, but...  can wait a bit more.
