Yes you can move divisions / brigades about by dragging and dropping them.

I've been running a skirmisher brigade with the Whitworth with the telescopic sight, they are able to route most artillery batteries in two volleys from such a range its glorious. With my infantry brigades however I'm finding it incredibly hard to keep them equipped with decent rifles due to limited stock.

Very tough choices, probably my most wanted however has to be the Boullongne will be interesting to see a Flute.

Well to take your reference to Star Citizen, it was like when Arena Commander first came out with small batches of players being added in over time. Helps with testing and whatnot. It does say on the pre-order page that steam keys are being handed out in batches on friday. I guess it depends on the pool of players waiting to get into the game.
